Recently, there has been no end to the number of cases of damage caused by cyber attacks, whether by individuals, companies, or countries. For example, defamation using social networking services against individuals, fake news, and false information in the event of natural disasters are reported daily. At the corporate level, not only financial damage due to hacking for ransom, but also leakage of internal information, rewriting of homepages, etc., have affected the company's reputation and business continuity. At the national level, there have been reports of state-sponsored hacker groups launching cyber-attacks against companies in other countries and stealing virtual currency. In addition, what is serious is the fact that cyber attacks and intrusions are being carried out to destroy or sabotage critical infrastructure related to national security, such as electric power.

Cyber-attacks have become more sophisticated, advanced, complex, and organized in recent years, and further exploitation of ever-evolving AI technology is expected in the future. For this reason, the government is considering the qualitative enhancement of countermeasures, especially for critical infrastructure, and from the perspective of security, the government's authority should be drastically strengthened and the legal system required for so-called "active cyber defense" should be improved. In addition, in order for Japan to realize a vibrant digital society in the future, it is necessary to ensure the resilience of the nation and society as a whole against cyber attacks, including those against non-critical infrastructures. In this sense, there is a need to develop cyber security specialists who can serve as the foundation of a defense system.

Various themes have been proposed and discussed in response to such efforts, including legal issues related to strengthening the authority of the government and concrete measures for the development of professional human resources, which has been a long-standing concern. It has also been pointed out that it is important for Japanese companies and citizens to share a "sense of urgency about cyber security issues" in order to ensure the effectiveness of countermeasures.

In light of this situation, this webinar will take a comprehensive look at how to confront cyber attacks, which are expected to escalate in the future, and how to realize a free and vibrant digital society. We will discuss how to respond to the challenges we face from various aspects such as economic society, human resources, and institutions, and delve into the future of cybersecurity.

The panelists include Professor Jun Murai of Keio University, who is known as the "Father of the Internet in Japan" and a leading expert on digital strategy (and moderator); Kana Shinoda, Representative Director of BLUE, Inc. Professor Tsunetoshi Shishido of the University of Tokyo Graduate School of Law, who has been researching the relationship between security and law in the digital society, will be invited as panelists.

Jun Murai
Professor, Keio University

Doctor of Engineering, established Japan's first inter-university computer network, JUNET, in 1984, launched the WIDE Project, a research consortium on the Internet, in 1988, and worked to develop and popularize the Internet network. He led the early Internet to be multilingual, including Japanese. In 2013, he was inducted into the "Internet Hall of Fame (Pioneer Category)" by ISOC. He is known as the "Father of the Internet in Japan. He is the author of "Internet" (Iwanami Shinsho) and many other books.

Kana Shinoda
Representative Director, BLUE Corporation / Researcher, Center for Transformation, Chiba Institute of Technology

After working as a security engineer, he joined Neoteny Corporation, where he was engaged in research and study of cryptography and security, and new business development support. After that, he planned and managed Black Hat Japan, an international conference on information security. He is the Asia Liaison for the APWG on Cybercrime in the United States.
Participated in the Cabinet Secretariat Expert Group on Enhancing Response Capabilities in the Field of Cyber Security and other government ministries and agencies committees.
In recent years, it has collaborated with domestic and international organizations to provide young people with opportunities to learn specialized skills related to information security and to connect the next generation of human resources beyond national borders. These include the GCC, a week-long training camp, the ACSC, an Asian selective CTF competition, and the ICC, a selective team finals.

Tsunetoshi Shishido, Senior Executive
Professor, Graduate Schools for Law and Politics, The University of Tokyo

Area of expertise: telecommunications economics, telecommunications policy, AI policy
Specializing in constitutional law and information law, he graduated from the University of Tokyo Faculty of Law in 1997. After working as an associate professor at the Faculty of Law, Tokyo Metropolitan University, and an associate professor at Hitotsubashi University Graduate School of Law, he was appointed to his current position in 2013. He is also a visiting professor at the National Institute of Informatics. His major publications include "Digital Democracy is Coming! (co-authored, Chuokoron Shinsha, 2020) and "AI, Society, and Law" (co-edited, Yuhikaku, 2020).
