Moves to regulate giant IT companies are gaining momentum around the world: In the EU, the Digital Markets Act, the world's first comprehensive regulation, began operating in March of this year in order to stop the oligopoly of giant companies represented by GAFA. In the U.S., the Department of Justice and state authorities have filed lawsuits against all four companies that make up GAFA, claiming that they are abusing their dominant position.
In order to regulate giant IT companies in Japan, the Cabinet approved the "Smartphone Software Competition Promotion Bill" on April 26 this year. It mandates the opening of app stores, payment systems, and other operations to other businesses, and imposes a surcharge equivalent to 20% of related domestic sales for violations. Prior to the Cabinet decision, the Fair Trade Commission also took its first administrative action against Google, showing its commitment to cracking down hard on IT companies that distort the market.
In November last year, competition policy officials from the Group of Seven (G7) major economies gathered and agreed that digital markets tend to create sudden monopolies, oligopolies, and dominant positions, and that measures should be put in place through legislation and ex ante regulation, and the "Smartphone Software Competition Promotion Bill" is thought to be based on this intention of the international community. While regulations are being strengthened in many countries, IT companies are pointing out delays in technological innovation and security issues. The experts will discuss how to balance technological innovation and healthy competition from their respective standpoints.

Toshiya Jizumi
Professor, Faculty of Policy Studies, Chuo University
Area of expertise: telecommunications economics, telecommunications policy, AI policy
Biography: Professor, Faculty of Policy Studies, Chuo University. B.A. in Law from the University of Tokyo, M.B.A. from New York University Graduate School of Management, Ph.D. from Waseda University Graduate School of International Information and Telecommunications Studies.
He holds an MBA (finance) and a Ph. After working for the Ministry of Posts and Telecommunications (now the Ministry of Internal Affairs and Communications), as a visiting researcher at Columbia University, and as a professor at the Graduate School of Economics, Kyushu University, he has been in his current position since 2017. He is also a special researcher at the National Institute of Information and Communications Policy, Ministry of Internal Affairs and Communications, and an expert member of the Global Partnership on Artificial Intelligence. He received the "Information and Communications Achievement Award" from the Information and Communications Month Promotion Council in 2020. His publications include "The Economics of Network Neutrality" (2013) and "A Textbook to Understand the Structure and Business of the Telecommunications Industry" (2022).
Satoshi Narihara
Associate Professor, Graduate School of Law, Kyushu University
Area of expertise: Information law (especially legal issues related to freedom of expression on the Internet, privacy, personal data protection, platforms, and artificial intelligence)
Biography: After leaving the University of Tokyo's Graduate School of Interdisciplinary Information Studies in 2012, he worked as an Assistant Professor at the University of Tokyo's Interfaculty Initiative in Information Studies, a Visiting Researcher at the same institution, and a Senior Researcher at the Ministry of Internal Affairs and Communications' Information and Communication Policy Research Institute before assuming his current position in March 2018. He is the author of "Freedom of Expression and Architecture" (2016), "Architecture and Law" (2017, co-author), "Law and Society Changing with AI" (2020, co-author), "Digital Platforms and Rulemaking" (2023, co-author), "The Development of Digital Society and Design of Law" Such as.
Ryoji Mori
