The Internet has become an indispensable tool for people around the world to communicate with friends, shop, obtain a variety of information, and communicate their individuality in all aspects of their daily lives and economic activities. More recently, it has also come to be used for diplomacy and politics, making the Internet an indispensable foundation for a global digital society.
This use and management of the Internet is called "Internet governance," and has been actively discussed since more than 20 years ago, when the Internet began to develop significantly on a global scale. Initially, the focus was on purely technical matters such as IP addresses and domain names, but the topics have expanded considerably to include issues of Internet access in developing countries, personal information protection, cybersecurity, security and international politics, as well as issues created by various innovative technologies such as generative AI The topics are also quite wide-ranging.
The United Nations has hosted the Internet Governance Forum (IGF) every year since 2006 to bring together people from around the world to discuss Internet governance, As the IGF approaches its 20th anniversary in 2025, we will introduce the global discussion on the state of the Internet for the future digital society, and discuss how it is expected to affect society in the future. What kind of impact is expected on the future society, and what kind of opinions should be expressed by Japan?

Keisuke Kamimura, Moderator
Professor, Faculty of Foreign Languages, Daito Bunka University
Specializing in cross-cutting research themes related to information and communications, policy, and language, he has been involved in studies on Internet governance, domain name policy, broadband policy, and the linguistic digital divide, and has recently been involved in research on language policy theory. He is the author of "Language and Cultural Acceptance in the Internet" (co-author, NTT Publishing, 2005) and "Information and Communications Policy for the Future: Learning from the World, Japan's Course" (co-author, NTT Publishing, 2011). Yoko Nishioka
Professor, Faculty of Global Media Studies, Komazawa University
He specializes in media industry theory. He studies business and governance systems in the media and communication industry from the perspective of institutional evolution. His main publications include "Institutional Formation and Change in the International Telecommunications Market: From Armchair Telecommunications to Internet Governance" (2007 Keio University Press, Telecom Science Award Incentive Prize, Public Utility Industry Association Incentive Prize, DOCOMO Mobile Science Award Incentive Prize).
Atsushi Yamanaka
Specially Appointed Professor, Kobe Institute of Information Science
Based on nearly 30 years of experience in ICT and development (ICT4D), he has focused on training world-class ICT4D professionals from Japan at the Kobe Institute of Information Technology Graduate University, where he has been providing practical education mainly in the field of e-governance and e-government for the past 10 years. After witnessing the great power of ICT in disaster relief, recovery, and countermeasures after the Great Hanshin-Awaji Earthquake, he was inspired to pursue a career in social problem solving using ICT. Since 2010, he has been supporting Rwanda's national ICT strategy development project as a JICA expert, From 2022, he has been working as a Digital Transformation Specialist at JICA, providing support to JICA's activities using digital technology.
Koichiro Komiyama
Senior Research Fellow, Keio Research Institute at SFC, Keio University
His areas of expertise include cybersecurity and security, norms in cyberspace, and CSIRTs, incident response organizations, etc. As Director of the International Department of the JPCERT Coordination Center, he is involved in security incident response.
