Summary
For companies seeking to do business in a foreign country, requests from the government of that country to disclose confidential technical information in exchange for administrative approval are a major problem. Such government access to data held by the private sector is called government access, and various examples of government access have been reported in major countries where Japanese companies do business. In recent years, international forums such as the OECD have been actively discussing this as an important issue, but there are still no clear criteria or rules for determining whether it is appropriate or not, which has caused confusion in the industrial world.
In June last year, TICC established the Study Group on Government Access and Trade Rules, which was attended by expert committee members to discuss the issue from various perspectives, including the viewpoints from the Chinese side, which has a different system. In this seminar, we will invite the study group members as panelists and introduce the contents and results of the discussions held over a period of six months.

Mariko Watanabe
Professor, Department of Business Administration, Faculty of Economics, Gakushuin University
D. in Economics from the University of Tokyo. After joining the Institute of Developing Economies (IDE-JETRO) in 1991, he was a visiting scholar at the School of Commerce, The University of Hong Kong from 1996 to 1998 and at the Guanghua School of Management, Peking University from 2006 to 2009. Specialized in Chinese economy, empirical applied microeconomics (contract theory, industrial organization theory). Main publications: "Growth of Firms and the Financial System" (co-authored with Kenichi Imai, Nagoya University Press, 2006), "State-owned Holding Company Holding Rights, Jinshi Shiki Kanyuwa Kouzoku Kodo" (Journal of Financial Research, 2011, 6th period), "The Chinese Economy in the 21st Century: Light and Shadow of State Capitalism" (co-authored with Hiroyuki Kato and Hideo Ohashi, Asahi Shinbun Publishing, 2013) etc.

Graduated from Hitotsubashi University, Faculty of Commerce, and Georgetown University Graduate School of Public Policy, Mr. Kuroda joined the Secretariat of the Federation of Economic Organizations in April 2002, where he worked on data distribution policy, including involvement in the Personal Information Protection Law enacted in 2003. He then worked on space and defense industry policy, economic policy, and environment and energy policy before assuming his current position in April 2018.
Makoto Yokozawa

After joining Nomura Research Institute as a senior researcher and in charge of R&D and laboratory management in industry-academia collaboration with Kyoto University, he has been in charge of research and policy making in the digital field at the Center for the Promotion of International Economic Partnerships since April 2021.
Former Visiting Professor at Kyoto University Graduate School (1998-2020), former Visiting Professor at Tokyo University of Science, Research Promotion Organization General Research Institute (2015-3 years), and currently Fellow at the Technology Strategy Research Center, New Energy and Industrial Technology Development Organization (NEDO), and Co-Chair of the OECD BIAC Digital Economy Policy Committee, Keidanren International Strategy Working Group, Vice Chair of Keidanren Data Utilization Working Group, Visiting Researcher at the Nakasone Peace Research Institute, and member of the Digital Transformation TF of the Italian B20 (G20 Business Conference), in the areas of digital economy, economic security, personal data protection, and digital risk management, and in other roles, he has participated in domestic, OECD, and He has participated in discussions at APEC and UN-related meetings. His major (co)publications include "The Silicon Valley Model" (NTT Publishing 1995), "Ubiquitous Networks" (Nomura Research Institute, 2000), and "The World Beyond Corona" (Center for the Promotion of International Economic Partnership 2020).
