The 38th APEC Human Resources Development Working Group Meeting and The 17th Capacity Building Network Meeting (Peru, Arequipa)


Peru is the host economy for meetings of the Asia-Pacific Economic Community (APEC) forum in 2016. In May, the 2nd Senior Officials’ Meeting (SOM2) and related meetings and the Ministers Responsible for Trade (MRT) meeting were held in Arequipa, Peru’s second largest city. Among the related meetings, IIST was a registered participant in the 38th Human Resources Development Working Group (HRDWG) and, under the HRDWG, the Capacity Building Network (CBN) and attended these meetings on May 7-10.

APEC's theme for 2016 is “Quality Growth and Human Development,” and its priority issues are (1) advancing regional economic integration and quality growth, (2) enhancing the regional food market, (3) modernizing micro, small, and medium enterprises (MSMEs) in the Asia-Pacific region, and (4) developing human capital. In addition, at the 38th HRDWG meeting held in the current fiscal year, the participants confirmed the importance of project activities in such fields as education, skills development, sharing information about the labor market, supplying technology, training talent and managerial capabilities, protecting the interests of workers, and enlightenment.

The 17th CBN meeting was attended by 14 economies (Australia, Chile, People's Republic of China, Japan, Republic of Korea, Mexico, Papua New Guinea, Peru, the Philippines, Russia, Chinese Taipei, Thailand, the United States, and Vietnam). The meeting was chaired by Chinese Taipei, which completes its second term as network coordinator at the end of the current fiscal year. The main focal points of the meeting included (1) promoting skills development to bridge schools to work, (2) enhancing labor productivity, (3) narrowing the talent gap through cooperation among industry, vocational training, and academia, (4) developing competency standardization and training quality to promote skill mobility, (5) strengthening human resources management and human resources development in small and medium enterprises, and (6) promoting cross-fora collaboration. Peru, which served as the co-chair, introduced a project contributing to the development and strengthening of soft skills that could enhance employability in the APEC region. Each economy then introduced projects that were currently being planned, were being implemented, or had been completed. Furthermore, after looking back on CBN activities in 2015 and hearing a summary, with video, the participants shared information on prospects toward 2016.

On the following day, a joint meeting of the Labor and Social Protection Network (LSPN) and the CBN was held with the participation of 17 economies. On the final day, at a plenary session of the working group, the coordinators of each network gave a summary of the activities of each network, and the participants confirmed annual activity plans, strategy plans, and work toward agreement on the amendment of terms of reference.
