The 4th CLMV Young Leadership Program in Japan (FY2010)


Outline


Considering the importance of exchange between leaders in various circles who will drive the next generation, IIST, in cooperation with the Ministry of Economy, Trade and Industry (METI), has been implementing the CLMV Young Leadership Program since fiscal 2006. The objective of this program is to invigorate trade and investment in the Mekong region and economic activity in other regions and to strengthen economic relations between Japan and the CLMV countries.

In the Mekong region, from the perspective of attracting and nurturing companies (manufacturing industries) to support the economy, from now on it is hoped that the attraction of foreign enterprises will be promoted through the establishment of special economic zones and the granting of preferential measures to foreign companies. In Japan, meanwhile, the attraction of company location through among other things, the establishment of industrial parks by local governments and measures by the central government to support these efforts have played an important role in economic development.

In fiscal year 2010, therefore, under the theme of "Attracting Foreign Enterprises," the program introduced efforts to attract company location by Japanese administrative organizations, industrial parks and so on. In addition, the program contributed to promoting the role of company location in the economic development of the countries concerned through lectures by related organizations and visits to Japanese companies that are developing business operations domestically and overseas.

Overview


During the one-week program in Japan, the invited participants visited such places as METI, the Kyushu Bureau of Economy, Trade and Industry, the Ota Ward Industrial Plaza (Tokyo), the Isomitsu Industrial Park (Fukuoka Prefecture), the Kotake Industrial Park (Fukuoka Prefecture), and the Green Logistics Park Tosu (Saga Prefecture). In addition, they received lectures relating to the attraction of company location from the Japan External Trade Organization (JETRO), the Organization for Small and Medium Enterprises and Regional Innovation, Japan, the Investment Promotion Division of the Department of Commerce and Industry in the Fukuoka Prefectural Government, and Chikusui Canycom Inc. Furthermore, they visited Itochu Corp., which is engaged in industrial park operations overseas, and small and medium enterprises that are conducting operations overseas (Power Co., Ltd. and Nambu Co., Ltd.), where they held discussions with the personnel in charge and management. Through the program, the participants learned about such topics as Japan's economy, policies to attract company location, and the distribution and management of industrial parks.

In Japan, administrative organizations, such as the state and prefectures, and related organizations take the initiative in establishing industrial parks and promoting company location. Through the lectures, briefings at places visited, and other activities in this program, the participants were able to recognize the importance of this factor. In addition, in the company visits they were able to learn in detail about the conditions required by Japanese companies when setting up operations overseas. Furthermore, it seemed that the necessary role, policies, and so on of the government for attracting company location from now on became more specific.

Many participants commented that they looked forward to further investment from Japan and entry by Japanese companies in the future. Some also expressed the hope for cooperation on the financial side for the development of industrial parks and special economic zones. And some of the Japanese companies that cooperated in this program revealed that they were thinking of setting up operations in the CLMV countries in the future. It is expected that this program contributed to enhance economic activities between the CLMV countries and Japan.
