The Japanese Study Mission on Promotion of Special Economic Zones in Cambodia & Laos (FY2009)

Outline


In this project, IIST dispatched two experts who are experienced in this field of foreign investment and company locations to Cambodia and Laos. The purpose was to have an understanding of the present conditions and issues in attracting companies to locate in the Mekong region, and to build/ strengthen networks with counterparts in this field in the countries visited. Another goal of this mission was to build networks with related organizations in preparation for the 4th CLMV Young Leadership Program to become an even more effective event.

Cambodia:

The study mission gained an understanding of current economic and industrial trends in Laos and Cambodia, two countries that are undergoing rapid changes, compiled the results in the form of a pamphlet, and reported them through the IIST Asia Study Group Open Symposium held in February 2010.
For details of the mission, please see the report that was compiled as a pamphlet by the two experts dispatched: Mr. Kazuo Nishitani, deputy head of the International Division of the Japan Chamber of Commerce and Industry, and Mr. Nobuo Hirohata, assistant professor in the Graduate School Department of Technology Management of Yamaguchi University. The pamphlet contains special contributions by two experts who are active as experts in these countries--- Mr. Yuji Imamura (JICA expert), advisor to the Cambodian Investment Board, and Mr. Koichi Shishido (JICA expert), advisor to the Investment Promotion Department of the Lao Ministry of Planning and Investment--- These materials would be valuable for companies that are considering to set up operations in those two countries.

In both Cambodia and Laos, the mission members sensed an enthusiasm to actively attract Japanese companies at the places visited. At one place, a comment was made that it is only Japanese companies that say they cannot set up operations because of the inadequate infrastructure. Though this seemed as a rather brash remark, in view of the state of advancement of Japanese companies into neighboring Mekong region countries, it lingered as a comment that may have some truth in it.

Another aim of the mission was to build networks with related organizations in the attempt to implement the 4th CLMV Young Leadership Program in an effective manner. This program is scheduled to be held in the fiscal year 2010. The response seemed to be very positive. People like Lao Minister of Industry and Commerce H.E.Mr. Nam Viyaketh and Secretary General Mr. Khanthavong Dalavong of the Lao National Chamber of Commerce and Industry expressed great expectation for the program. Both of them had participated in the IIST’s invitation program themselves and it had been a valuable experience that they could utilize in their work. They requested IIST to provide more opportunities from now on also to enable young entrepreneurs and others to study in Japan. In addition, Japanese experts stationed in these two countries encouragingly said there were still many other people out there that they would like to recommend joining the program.

IIST would like to express its gratitude to many of those who cooperated in the preparation and implementation of the mission. They include,,, Mr. Toyoharu Kobayashi, Deputy Director of the Asia and Pacific Division of the Ministry of Economy-Trade and Industry; Mr. Fumio Kikuchi, Head of JICA’s Southeast Asia Department 2; Mr. Kazuhiko Akashi, Counselor in JICA’s Southeast Asia Department 2; Mr. Isamu Wakamatsu, Project Promotion Manager in the Planning Department of the Japan External Trade Organization (JETRO); Mr. Hiroshi Kobayashi, Acting Manager of the Project Promotion Office of JETRO’s Planning Department; who are all cooperated in Japan.

Mr. Hiroyuki Yokoyama, first secretary at the Japanese Embassy in Cambodia (economy and economic cooperation group); Mr. Yuji Imamura (JICA expert), advisor to the Cambodian Investment Board; Mr. Yojiro Miyashita, Project Formulation Adviser (Private Sector Development) at the JICA Cambodia Office; (and in Laos) Mr. Koichi Shishido (JICA expert), Advisor to the Investment Promotion Department of the Lao Ministry of Planning and Investment; Mr. Ryosuke Isobe of the JICA Laos Office; and Mr. Toshio Asakura, Chief Advisor to the Project on Support to Trade Promotion, JICA, Department of Production and Trade Promotion of the Ministry of Industry and Commerce; whom all cooperated in Cambodia.
IIST hopes that this project contributes to further understanding of the Mekong region and the realization of more lively economic exchanges.
