APEC HRD-CBN Project “Strategic Intellectual Asset Management for Emerging Enterprises” Kick-off Meeting in Okinawa


Outline


Until now intellectual property strategy has been mainly discussed by large companies that have adequate resources both financial and human, for protecting their own rights. This project, which aims to develop human resources among the company managers and leaders, places the focus not only on intellectual property rights but on enabling small and medium-sized companies and emerging enterprises to accurately grasp the various intellectual assets that they possess and to actively utilize them to achieve corporate growth.

In this project, intellectual asset experts in the APEC economies will develop, for use as teaching materials, detailed cases of actual issues faced by companies and efforts to address them. These cases will be published as a booklet by APEC. At the same time, a pilot seminar is scheduled to be held at which some of these case studies will be actually used as teaching materials. The seminar will mainly target company senior managers, and the instructors who train them. The aim of the kick-off meeting was to discuss and decide the program content, specific issues to address and themes of the cases, and the direction of the project.

Overview


Nine intellectual asset management experts from the APEC economies, including Japan, participated in this kick-off meeting for the above-mentioned project. In the two-day meeting they shared information about the state of utilization of intellectual assets and issues in the APEC economies and identified common problems in the region. After that, they considered how to identify intellectual assets buried inside companies and strategically position and utilize them, as well as themes and openings from the perspective of human resource development, and discussed how these could be reflected in case studies and seminars.

The venue for the kick-off meeting was a room in the Bankoku Shinryokan that was used as a lounge for government leaders when the G8 Kyushu-Okinawa Summit was held there in 2000. The meeting took place in an amicable atmosphere from start to finish. The participants, who were from economies with differing definitions and conditions regarding intellectual assets, engaged in lively interchange and were able to take their discussions to a profound level. Shutting themselves away for the full two days, they had no time at all to enjoy the ocean below. But they were able to have the discussions necessary for promoting the project over the next year and also to amply consolidate solidarity amongst the participants, so it can be said to have been a most productive kick-off meeting indeed.
