IIST has been participating in the HRDWG and CBN meetings as a representative organization of Japan since APEC’s founding. These meetings are held every year with the aim of discussing common issues in human resource development in the APEC region and promoting joint projects. This year the meetings were held with the objectives of discussing the HRDWG’s activities, policy for the future directions and hearing reports on the progress of existing projects and new project proposals.

Overview


The first issue taken up at this year’s HRDWG meeting was the impact of the global economic crisis on labor and human resource development in the APEC region. There were reports from each economy and also reports on specific countermeasures adopted so far. In addition, there was a report on the proposed theme and agenda issues of the human resource ministers’ meeting scheduled to be held in China in September 2010, as well as progress in organizing the meeting and the timetable from now on.

At the CBN meeting, the participating economies gave reports on the progress and completion of projects. IIST delivered a completion report on the “Capacity Building for Investment Liberalization and Facilitation” project and a progress report on the “IPR Strategies for Emerging Enterprises: Capacity Building for Successful Entry to Global Supply Chain” project and called for cooperation in activities as the project gets implemented. In addition, IIST explained the implementation plan for the “Strategic Approach to Sustainable Capacity Building in Support of APEC’s Work on Regional Economic Integration” project, which was proposed by IIST and adopted in 2008. Most participants agreed with the plan and promised their active cooperation.

As a summing up of APEC’s activities so far, this new project aims to enhance the human and institutional capacity of APEC to meet the challenges of further development of APEC’s regional economic integration and in particular the liberalization of trade and investment among developing economies by 2020. On the final day of the HRDWG meeting as well, the lead shepherd made a special request for cooperation by the economies in the region.

Overall one could sense from many of the reports and discussions that the global economic crisis was impacting the APEC region in various ways. Meanwhile, regarding IIST’s activities, many economies expressed appreciation on the completed activities so far and the new project looking forward to the next decade being promoted by Japan, which is the host economy of APEC’s HRDWG in 2010. The promise of specific support and cooperation in various ways was a testimony to the fact that IIST, as a representative organization of Japan, made the track record of quality projects in the CBN ever since APEC’s founding.
