APEC Project “Capacity Building for Investment Liberalization and Facilitation” Tokyo Workshop


Outline


In the 1994 Bogor Declaration, APEC set the goal to achieve free and open trade and investment within the APEC region. The target year, 2010 for developed economies (2020 for developing economies), is fast approaching. While remarkable results have been achieved in trade liberalization, in the area of investment currently initiatives remain insufficient. Therefore, the APEC Leaders/Ministerial Meetings held in 2005 (Pusan, Korea) and 2006 (Hanoi) stressed accelerating the promotion of investment liberalization and the necessity of sharing best practices in capacity building in the investment arena.

In light of this, IIST launched this project in 2007. At the first meeting held in Cairns in June 2007, the activities and policies of this project were considered, and experts began case development in August 2007. In the Peru Meeting held in May 2008, a pilot seminar was implemented using the developed cases. This gathering in October 2008 marked the project’s final meeting. Investment experts were invited to Tokyo to discuss human resource development issues in the APEC region that were derived from the cases written under the project, and that were considered important for investment liberalization.

Overview


In the morning program, participants worked together with the investment experts who developed the cases to summarize the common investment issues extracted from the cases and the areas that APEC should actively pursue further in the future. A lively discussion took place on how to achieve “successful overseas investment” and with particular focus on the issue of the host economy and investment company separately and jointly creating an environment acceptable to the community that is being invested in. In the afternoon, elements considered necessary to strengthen human resource development in the future were extracted from each of the 11 investment cases for both the stakeholders and the investment process. The discussion content of this workshop was compiled into a final format and published together with the 11 cases in late 2008.

During the intense, lively discussions, opinions representing various viewpoints were expressed about human resource development needed to promote investment liberalization in the APEC region. The dialogues held at this workshop were extremely meaningful and contributed to enriching the content of the report to APEC. Many of the experts in investment and human resource development who participated gave the workshop high marks and stated that they would like to utilize the cases developed during the project in their own teaching activities.
