The 30th APEC Human Resources Development Working Group Meeting and The 9th Capacity Building Network Meeting (Bohol)


Outline


Since the establishment of APEC, IIST has been involved in APEC activities and has participated in the Human Resources Development Working Group Meeting (HRDWG) and the Capacity Building Network Meeting (CBN) held every year, with the aim of promoting joint projects. The plenary session was held to discuss future HRDWG action policies, report on the state of existing projects, and review new projects.

Overview


At the HRDWG plenary session, the Lead Shepherd emphasized that the year 2010 is the year targeted by APEC for trade and investment liberalization among the developed economies, and that furthermore, it is necessary to consider long-term HRDWG strategy to respond to the need for new human resource development by the year 2020. The Lead Shepherd also put forth a vision of the future where a framework is created for priority setting and knowledge management in HRD activities. Until now, activities have been carried out in each economy through various schemes and methods, but from now on HRDWG should work to build a common framework that is mutually agreeable. This would include building cooperative relationships that go beyond networks, and also establishing a structure utilizing IT to comprehensively search HRDWG outcomes and download them online.

At the CBN Meeting, representatives from organizations responsible for carrying out each project reported on project progress and completion. IIST gave a completion report on the “New Corporate Procurement Strategy on Trade and Goods and Services in the APEC Region: Supply Chain Options with CSR Perspective” and interim reports on “Capacity Building for Investment Liberalization and Facilitation” and “IPR Strategies for Emerging Enterprises: Capacity Building for Successful Entry to Global Supply Chain.” In addition, IIST proposed a new project called “Strategic Approach to Sustainable Capacity Building: Meeting the Challenges of Regional Economic Integration in APEC,” which was unanimously approved by CBN participants.

As the first effort by HRDWG, the Labor and Social Protection Network (LSPN) and CBN held a joint meeting to discuss CSR and presented the CSR project concerning the supply chain, implemented by IIST.

IIST, serving as a representative organization of Japan, proposed a new project at the CNB Meeting that was accepted on the last day of the HRDWG plenary session with the support of 10 economies. This new project, to begin in 2009, is a strategic human resources program that will compile and share research results of the past projects related to human resources carried out within APEC. Also, IIST circulated the completion report which compiled 14 management cases from member economies for the supply chain CSR project. The same report is placed on the APEC website.
