Mission Dispatch Program: Europe Concerning Digital Content Distribution (Italy, France, UK) (FY2009)


Outline


A variety of services, including IPTV and VOD, are about to start in Japan as a means of distribution of content through the Internet. At present, rightful bodies, communication common carriers, and broadcasting companies are discussing the rights involved and trade methods for respective services.
The objective of this project was to send a mission consisting of Japanese experts to have interviews and exchange opinions with, and observe, companies, rightful parties, etc. in Europe, where content distribution through IP including IPTV has already been widespread, so that the results could be referred to in discussions in Japan.

Overview


The Mission observed related facilities, held interviews and exchanged opinions with, the management bodies of centralized authorities and service providers engaged in the distribution of content in Europe, concerning the following matters:

- Rights and systems relating to the distribution of content through the Internet
- Practices in content trading
- Actual situations in the operation of centralized management systems in content trading
- Protective condition of content from the technological aspect, including the control of copying, and opinions on such protection
- Actual quality of distributed content and methods for providing services

The mission gained a full understanding of the current situation of digital content distribution in Europe through the cooperation of the companies visited. The results will be summarized in a report, which will be offered as a reference for discussions among relevant bodies, communication common carriers, and broadcasting companies in Japan. This report will be expected to have a wide use.
