(Kansai Region) Kansai IT Mission in Dalian (International Economy) and Industry Exchange Project 2007 (China)


Outline


The Kansai region in Japan has the second largest concentration of IT companies after Tokyo. In line with this, the Kansai Bureau of Economy, Trade and Industry promotes the IT industry through the Industry Cluster Plan and other measures. However, within the IT industry, the software and information service sector is finding it hard to secure IT-related human resources in line with the expanding use of IT in recent years and the growing size and complexity of software, as well as to meet the need for efficiently developing higher-quality software.

With this background, the Kansai Bureau of Economy, Trade and Industry, JETRO Osaka, JETRO Dalian and IIST jointly sent a mission of representatives from IT venture companies from Kansai to Dalian in China in June 2007, to assist the business development of small- and medium-sized IT companies wishing to expand abroad. Dalian is a rapidly-growing city where a great deal of IT software development for Japan is being done and where many IT people speak Japanese. The mission program included visiting facilities, talking with management of local Japanese companies, attending seminars, visiting a major international IT exhibition and conducting sales meetings to help the participating companies understand the IT business environment in Dalian and to build networks with local companies and people.

This mission program was implemented as part of the project for the 35th anniversary of normalization of diplomatic relations between China and Japan.

Overview


The mission was dispatched in an effort to reinforce the global competitiveness of IT companies in Kansai and to solicit Chinese companies to invest in Kansai. The program included participation in the China International Software and Information Service Fair (the 5th CISIS Fair), business matching with local companies, conducting sales meetings, and joining a seminar for investment promotion in Kansai as well as establishing contact with local companies and universities for securing IT staff.

The CISIS Fair was a national-scale event held by the Chinese Ministry of Commerce, Ministry of Information Industry and Dalian City. Mr. Michiyo Takagi, parliamentary secretary for the Ministry of Economy, Trade and Industry, visited the Fair to give the guest speech. From IIST, Mr. Takato Ojimi, Vice President and Managing Director, participated as the deputy head of the mission from June 20 to 22.

The program accomplished the following, among others,
・Greater understanding of Dalian
・Confirming the abilities of Japanese/English-speaking IT-related human resources in Dalian
・Participation in the 5th CISIS Fair (the largest national event held by the Chinese Ministry of Commerce, Ministry of Information Industry and Dalian City). Twenty companies from Japan (eleven of them participated in the mission) had sales meetings.
・Kansai Investment Promotion Seminar: Efforts to attract software and information firms to Kansai

Mission delegates made comments such as: “The biggest surprise for me was that IT companies in Dalian and the three north-eastern provinces had greater potential than I expected,” “I returned to Japan with a sense of crisis after directly seeing how the business environment is changing daily in China ... the focus of future business with China seems to have shifted from cost to quality,” “Our sales meeting was a huge success with many new ideas for doing business with China in the future.”
The visit to this city, where the IT and software industry is rapidly growing, to assess the situation and the potential, was a valuable opportunity to obtain essential information regarding IT-related companies for doing business abroad.
