Capacity Building for a Recycling-Based Economy in APEC -Advisory Committee


Outline


The advisory committee was organized with the aim of clarifying the issues of recycling in the APEC region in preparation for the implementation of the APEC Capacity Building for a Recycling-Based Economy in APEC, which was proposed by Japan and approved at the APEC Human Resources Development Working Group in July 2003. At the committee, opinions about domestic conditions of recycling, problems with recycling common to several countries and so forth were exchanged, and discussions were conducted on what should be carried out under the APEC project.


Overview


The Advisory Committee meetings were held on the following themes and schedule.

October 3, 2003
1st meeting: “How to Organize the Committee and Proceed with Committee Meetings”

November 27, 2003
2nd meeting: “Clarification of Issues in the Establishment of Recycle-Oriented Society”

January 20, 2004
3rd meeting: “Means to Solve Issues in the Agenda”

March 8, 2004
4th meeting:“Concrete Discussions for Carrying out APEC Projects”

At the meetings, presentations about current conditions and problems of recycling in the APEC region were made by representatives from electric/electronic, office equipment and automobile industries, as well as experts and researchers with extensive knowledge about recycling in the Asian region. At the same time, the Ministry of Economy, Trade and Industry of Japan, reported on recent policies concerning recycling and developments at APEC. Based upon these reports, issues related to capacity building were identified for realizing a recycling-based economy, and discussions were conducted on possible courses of action in the implementation of the APEC project.
An implementation plan for the project and a report on Advisory Committee meetings were prepared.

The Committee identified various issues on recycling as well as the points to be considered in the promotion of recycling in the APEC region. Based upon those points, the detailed plan for the APEC project were to be drawn. Issues and challenges of other regions, as well as current conditions and issues of respective APEC member economies, are to be clarified as the APEC project is promoted.
